Parser for real fractions
A TIRealFraction has 8 exponent bits and 14 decimal mantissa digits.
However, unlike a TIReal, the floating point value is automatically converted to an exact fraction on-calc.
A TIRealFraction can be used to form TIComplexFraction, TIComplexPi, or TIComplexPiFraction complex numbers.
